Delaware Manufactured Home Owners Association (DMHOA)

The mission of the Delaware Manufactured Homeowners Association (DMHOA) is to educate and inform our members, our public servants, and the public regarding Title 25, Chapter 70 of Delaware Law and any issues affecting homeowners on leased land. We work for legislative and legal remedies to protect and strengthen the rights of homeowners who live in manufactured housing on leased land in communities with two or more lots in Delaware. Additionally, we strive to provide assistance and support to homeowners, helping them access the resources, guidance, and advocacy they need to navigate challenges and secure their rights.

Delaware Relocation Trust (DEMHRA)

The Delaware Manufactured Home Relocation Authority (DEMHRA) provides financial assistance from a state trust fund to help manufactured homeowners and community owners when a manufactured home community’s land use changes (e.g., conversion to condos, redevelopment), covering costs to move, demolish, or dispose of homes, ensuring fair compensation for tenants displaced by park owners’ land-use decisions, funded by small fees from lot rentals.

Delaware Office of the Manufactured Housing Ombudsperson

The purpose of the Manufactured Housing Ombudsperson (MHO) is to (1) provide information to home owners and community owners about relevant laws and their rights and responsibilities thereunder; (2) attempt to resolve disputes between home owners and community owners; and (3) ensure that parties abide by Delaware Law by investigating complaints and, where appropriate, referring matters to the Consumer Protection Unit for potential enforcement actions.

Department of Natural Resources and Environmental Control (DNREC)

The mission of the Department of Natural Resources and Environmental Control (DNREC) is to engage all stakeholders to ensure the wise management, conservation and enhancement of the State’s natural resources; protect public health and the environment; provide quality outdoor recreation; improve the quality of life; lead energy policy and climate preparedness; and educate the public on historic, cultural and natural resource use, requirements and issues.
