What is a Leased Land HOA

As owners of manufactured homes on leased land our community and properties are governed by the landowner (ELS). Unlike a traditional HOA, membership in the Mariners Cove Home Owners Association is voluntary. The HOA’s mission is to advocate for residents’ rights and provide a sense of community with activities and communications that are not provided by the landowner. The HOA is not responsible for community services (e.g. snow removal, common area maintenance, pool), which is why the annual dues are minimal.

MCHOA is a member of the Delaware Manufactured Home Owners Association (DMHOA). As an MCHOA member, a portion of your dues are paid to DMHOA and therefore you are also a member of DMHOA. This is the only statewide advocacy group for homeowners living on leased land recognized by the state of Delaware. DMHOA actively works with both county and state legislative bodies to enact legislation in supported of manufactured homeowners on leased land.

Belonging to the HOA Protects Your Legal Rights

A homeowner living in a manufactured home on leased land needs some protection against landowners. The HOA represents the members not only for social events but also in legal matters – a voice of many versus a voice of one. With the assistance of DMHOA we work to hold ELS accountable for following the law and maintaining a safe and healthy community.

Only members of the HOA benefit when the HOA begins legal proceedings against the landowner. When the HOA wins an arbitration or court case, only the HOA members receive the benefit of the ruling. Non-HOA members do not!

We work actively to communicate with and raise issues to ELS. Through the HOA you can remain informed of what is happening within the community and leverage the HOA’s communications channel with ELS.

Protecting Your Property and Your Rights

  • Your annual dues support the Delaware Manufactured Housing Association (DMHOA); as an MCHOA member you are also a DMHOA member. They assist and protect homeowners living on leased land. The bulkhead replacement project would not have happened without DMHOC & MCHOA.
  • Coordination of access to the free of charge HELP Initiative programs.

Community Events

  • On-going activities for members including bingo, Texas hold ‘em, chair yoga, movie nights, and breakfast events.
  • Free admission to the annual summer picnic.
  • Free admission to the annual holiday dinner.
  • Free entry into the poker runs, holiday decorating contest, golf car and boat parades.
  • HOA-organized craft fairs.
  • HOA-organized yard sales twice per year.
  • HOA/ELS-coordinated free dumpster access provided for bulk trash disposal twice per year.

Amenities

  • On-site boat yard with free winter boat/trailer storage. Summer boat/trailer storage for $35 fee to cover site maintenance.
  • Free boat towing within Rehoboth Bay and Indian River Bay, subject to the availability of volunteers.
  • HOA funded scholarships are offered to members each year.
  • HOA-operated neighborhood watch program.
  • Access to the picnic pavilion and clubhouse for HOA-sponsored activities and events.

Resident Communications

  • On-going email communications to members with updates on important projects/topics and events.
  • Publication of the quarterly Cove Beacon newsletter.
  • Funding and operation of the MCHOA web site.
